CHATTANOOGA, Tenn. — The Chattanooga community is grieving the heartbreaking loss of Joe Carter, 61, who passed away following a tragic hit-and-run incident Saturday evening on Rossville Boulevard, according to Chattanooga Police.

Authorities say the incident occurred at approximately 6:30 p.m. on December 13, when Carter was traveling along Rossville Boulevard in a motorized wheelchair. Investigators report that he was first struck by a green Chevrolet Suburban. Moments later, a silver SUV also struck him. Both vehicles fled the scene without stopping to provide assistance.

Emergency responders arrived quickly and transported Carter to a local hospital, where he later passed away from his injuries. His death has sent waves of sorrow through the community, as family, friends, and neighbors struggle to come to terms with the sudden and devastating loss.

As of Sunday morning, Chattanooga Police confirmed that no arrests have been made, and both drivers involved remain at large. The department’s Traffic Unit is actively investigating the circumstances surrounding the incident, including reviewing potential surveillance footage and canvassing the area for witnesses.

Police are urging anyone who may have seen the crash or noticed either vehicle with damage consistent with the incident to come forward. Even small details, investigators say, could prove crucial in bringing answers and accountability.

“This is a tragic loss of life, and our hearts are with Mr. Carter’s loved ones during this incredibly difficult time,” a police spokesperson said. “Leaving the scene of a crash is a serious crime, and we are committed to finding those responsible.”

Carter’s passing has also renewed conversations in the community about roadway safety, particularly for pedestrians and individuals using mobility devices along busy corridors like Rossville Boulevard.

Anyone with information related to the hit-and-run is encouraged to contact the Chattanooga Police Department as the investigation continues.

As the search for those responsible goes on, the Chattanooga community remembers Joe Carter not just as a victim of a tragic incident, but as a life lost far too soon.
