Officer Hambel passed away unexpectedly on August 9, 2026, at the age of 51, leaving behind a legacy of more than two decades of dedicated service to the City of Lancaster and the people he proudly served.

Ray began his career with the Lancaster Police Department on September 17, 2001. From that day forward, he committed himself to serving others and becoming an important part of the community. For more than 25 years, his uniform represented much more than a profession. It represented dedication, responsibility, friendship, and a willingness to be there for others when they needed help.

Over the years, Ray became one of the senior members of the department and a familiar face to countless people throughout Lancaster. His presence was known and appreciated by his fellow officers, city residents, community members, and the many people he encountered throughout his career.

To his colleagues, Ray was more than an officer. He was a trusted coworker and a member of the Lancaster Police Department family. Years of working alongside one another created friendships and memories that will not be forgotten. One of the important roles Ray proudly served in was as a member of the Lancaster Police Department Honor Guard. Through that service, he represented the department with dignity and respect during some of the most meaningful and solemn moments in the law enforcement community. Serving as part of an Honor Guard requires commitment, discipline, and a deep understanding of the responsibility of honoring others, and Ray carried that responsibility with pride.

Ray also spent many years providing artist security during the Lancaster Festival, an assignment that became especially meaningful to him. He took great pride in welcoming visiting artists to Lancaster and helping them experience the community he served. Rather than simply viewing the assignment as another responsibility, Ray embraced it.

He enjoyed meeting the artists, welcoming them to the city, and showing them everything Lancaster had to offer. Those interactions became another reflection of Ray’s personality—warm, outgoing, humorous, and genuinely interested in making people feel welcome.

And anyone who knew Ray knew that there was never a shortage of laughter when he was around.

Ray was known for his humor and his larger-than-life personality. He had a way of making people laugh and could bring energy into a room simply by being himself.
